Must admit guests can't change theme with quick theme on my forum either.
I guess this should be moved to the Plugin Releases and Support forum at this point, eh?
You can change the source code to apply the theme changer for guests.

How would I got about doing that? The plugin uses a code from the usercp.php file, and since guests can't access usercp.php, there needs to be another approach towards this plugin.

I guess one of the security updates/maintenance releases might have broke it
I might test it on all 4 1.4.x version so far if you'd want and see which one breaks it.
