Does this mean I need a vBulletin forum up and running with the database I want to transfer to myBB?
As I have the SQL file however I no longer have a vBulletin forum / Lisence.
You don't need a vB forum running, you need a MyBB forum installed first. It'll be fine just having the database.
You don't need the forum up and running, just the database.
