This is just a suggestion I thought of while my forum is closed, and that is:
In the group permissions, have the permission to allow certain group the ability to do the same stuff as if the forum is closed. This came to mind when I wanted to allow my super-mods the ability to enter the forum, but I had to give them admin permissions so they could test a couple of things that I had added.

If you want to do that, then just use the forum permissions. Disallow any other usergroups, and allow just the usergroups Supermod and Admin to do whatever you need.

The closed forum feature is supposed to be a 'quick and easy' switch to make a forum that no one can post it, without having to deal with the forum permissions.
