I checked my website on many online speed checkers, and they said it's page load time is 1.30 to 2 sec, but one of my user is facing very slow maybe 20 or 30 sec, his internet connection is fine I checked it. Speed was okay, I didn't understand what is the issue,
Maybe you must to ask that user about traceroute until your website (
tracert in windows).
Later edit: I receive 14 hops until your website and is loaded in max. 2 seconds (I'm from Romania).

It could be him, and how he routes to your server.
ask the user that is having trouble to use the traceroute tool and send you the results. if s/he is using windows, open the command prompt and type
tracert yourdomain.com > c:\trace_out.log
and have s/he send you that file to post here

FWIW, on the Mac, they can open the Terminal and use
traceroute yoursitehere.com
