this feature is good specially if you have lots of quoted messages on your board it will not display the messages on your screen that needs you to scroll your mouse down to view.

it just users to click the quote to view the said content.

Agreed, it sounds horribly annoying. You could just have a plugin that does this - no way should it be core.
