Yes this is in English language, i'm using this plugin (ckEditor) please find code and configure in your Forum ckEditor plugin

Replace:
open the file
forum\jscripts\Editor\config.js
find and add en ->"config.language = 'en';"

http://mods.mybb.com/view/ckeditor-wysiwyg-editor is better
