What is the minimum price people charge for a custom theme?

Depends what you mean by custom. If you only want colors to change a bit and the layout a bit different.. that's easy.. Someone can do that in an hour.
If custom graphics and logo/banner are included we are talking about a few days work.
So i think you have to think somewhere in the 30$-600$ price range.

Different people charge different rates. Some charge as little as $20 for a theme, others charge double, triple, even quadruple that. Depends on what you're looking for, how much customization, etc.
