Adds a page where users can generate passwords.

Lets users generate random passwords at will. Currently, the only way to access the page is to directly type in the url: http://YOUR_FORUM_ROOT/misc.php?action=p...rator_view
The administrator may set the minimum, maximum, and complexity of the generatedpasswords in the admincp. Please report any bugs you find directly on the bug tracker and not by pm. You may also post the bugs in the release thread.

1. Version 1.1 will be released soon featuring a fix for the earlier template issues and a new feature (that is totally unrelated to password generation, but close enough & useful enough that it warrants a little extra space).
