Hook request in recount_rebuild.php
I think that it's useful to add an hook in admin/modules/tools/recount_rebuild.php just before
PHP Code:
$form_container->end(); 
because there is no way to show a custom rebuild tool in that list

I'll second that suggestion.

But then, there's a lot of places hooks could be added. There's still some files that don't have hooks at all.

This would be nice. I have a couple recount tools such as reputation recount and I just have it in the Tools & Maintenance nav on the left with it's own page to run. But adding directly to the recount&rebuild would be cleaner.
