Is it possible to make the top bar move when scrolling down? It would be great, thank you

Sorry, but I have to ask if I'm ever going to get any help with my problem? I am still unable to figure out how to add links to my header despite a variation of different efforts from myself and my technician.

It is possible Do you want both bars (black and gray) to move?

Sorry, about that. You will get help. I think it would be easier and faster for me to add the links, if you will allow me to have access to the Themes and Templates. If you don't feel comfortable giving me access, I understand and can locally edit the code and paste it for you to put in, but I think it would be much more efficient if I could do it.

Is it possible to add child links to navigation links? Like a dropdown menu?
