Remove or Hide Homepage Link

I have a lot of people who sign up to the forum just to put their website url in the homepage slot on their profile and nothing else.

I have changed it so the memberlist can't be viewed so i'm hoping that they aren't getting crawled by search engines and getting PR from me. However, I would like to put a stop to this.

Is there a modification or simple change of code that I can use to either:

1.) Remove the homepage section in profiles permanently

OR

2.) Make them post a minimum amount before allowing them to add a homepage link.
