You can make as many changes as you want to the theme and its images on your forums, but you may not redistribute the theme (and the "Created by" message must always remain).

The New Thread button on the thread display page was removed by default in 1.4. That's not specific to my themes.

This is not the best theme I've seen, but this definitely is the cleanest theme.
