[F] [Mod CP] errors not displayed when trying to add announcement

If you try to add an announcement and MyBB rejects it for some reason, you don't see the error message because {$errors} is missing from the template.

Also, when the form is re-displayed, the title and message fields don't keep their values, and the month fields only keep their values if you select a month >= October.

Fixed the first issue. I'm pretty sure I already fixed the second issue from earlier in the beta.
