Cant get warning level down

Well what's the deal with warnings that are expired and yet the warning level isn't reduced? This isn't the first time this has occurred on my site. Is there a method to manually run the tasks?

Adding a special code would be cool. I know other software has done this.

But back to warnings not coming down. Yes I can manually via sql alter the warning level but why doesn't it go down by itself? I have my max_execution_time currently at 45 seconds. Do you think that could be part of the problem?
