[F] [ACP] PM alert setting in user settings [C-Chris]

This is about the following setting: ACP -> Users & Groups -> *user* -> Account Settings -> Alert with notice when new private message is received.

This setting is a representation of the value of the field pmnotice in the users table. The value can be 0, 1 or 2 but the setting in the ACP only recognizes 0 and 1.

Steps to reproduce:
1. Make sure you have no unread PM and the notification ins enabled in your User-CP and in the ACP.
2. Let someone send you a PM or send one to yourself. Now the value in the field pmnotice is 2.
3. The mentioned setting is unchecked in the ACP now although it is still checked in the User-CP.
