You mean so they have to upload it?? I think the only way is to remove the code for the remote URL box from the templates. It can't really be done on a per-user or per-usergroup basis. If you upgrade to 1.4 though you could request a plugin for it.

Just enable hot-link protection in your hosting CP if you have it (most cPanel hosts do) and this will prevent people from other site embedding your images on their pages.
