I have the user permissions set on each forum and even the user permissions for guests to allow them to be able to view the forum but for some reason they can't.

I do not see any topics there - give a topic link to check it . AND there is a plugin saying that
login OR register to use full functionality of the board !! so you have plugin restricting guests !!

And the plugin is just the infobar plugin telling users to login or register

admin panel --> users & groups --> groups --> guests --> forums & posts --> viewing options

do you have first 3 options selected ( view board? , view threads? , search forums? )

Yes I do

either there is a plugin installed to restrict guests viewing threads OR guest permissions are not saved

one more try :
admin panel --> tools & maintenance --> cache manager --> forumpermissions -->
click on rebuild cache AND then check if guests can view threads
