In a way, it's a setting:
User Registration and Profile Options -> Number of failed logins before verification required
Set it to 1.
Then it will show a captcha if the user did not get the password right the first time.
Are you sure you want the captcha with the first try? Doing this would be possible with a code change but it would break some things, such as Quick Login no longer working as it doesn't have a captcha field available.
