Also, if there is any plugin doing that please point me the URL, because I searched and I didn't find what I needed.

You could do this with group promotions.

The tutorial was made to restrict access to forums, but it's basically the same drill. There's a setting called "Can access User CP?" under "Users and Permissions" (in the group's permissions).
