Title pretty much says it all... while I was trying to upgrade my forum to 1.14, I think I uploaded something that installation directions said not to... and anyway, I get this.. http://www.blindmansgfx.com/forum/ I don't know what happened.. it was working, then it just kinda... bleh... I'm not to sure...

The only thing I backed up was my Forum MySQL database... is there ANY way I can restore it?

You probably overwrote your inc/config.php, or the inc/config.php contains bad information.

If you overwrote it with the blank inc/config.php, and you have an existing one from an old backup, you can upload that. Or else use [wiki]inc/config.php[/wiki] to create a new one.
