How can I disallow a specific user from sending or receiving PM ?
I got many complaints from other users about unwanted PM he is sending to them
I know there is a permission for user groups, but I dont want to set permission for whole user group. only for one member
You can move that user to a specific usergroup which isn't allowed to use the PM system.

If he is a member of group A which has PM permission enabled
does adding him to group B which has PM permission disabled would prevent him from using PM system?
Should I remove him from all usergroups which are allowed to use the PM system?
Create a whole new usergroup with the exact same permissions besides the ability to use the PM system and add the user to that usergroup. Also, your users can add him to their Ignore List and he will no longer be able to send them private messages.
And should I remove him from any additional usergroups which might have PM enabled?
