How do I make the memberlist that only users with posts are displayed first and the users without posts are displayed after the ones with posts?

You can set it to show by highest post count to lowest count post here:
Admin CP -> Configuration -> Settings -> Memberlist -> Default Sort Field: Set to 'Post Count'.
