^ may be this : "inc/languages/english/usercp_webcamavatar.lang.php does not exist"

I've add that language file, no error but plugin still cant work fine..

It have a missing language file.

Without that it may not work?

I suggest you contact the plugin author and ask him to fix it. According to kolombaru, it doesn't work even if the missing language file is added (I'm not sure how accurate his test was though), so there are a number of other things that could be wrong.
