^ I've not yet upgraded to 1.6.4 - So I can't comment on above ;
BUT I could not find anything wrong in the upgrade script. it needs to know database type & details
line 41 : I understand that earlier config.php file is required

require_once MYBB_ROOT."inc/config.php";

please note that many people had run the upgrade script successfully !!

My forum has nothing changed on the files, so why this problem?

Eh?? This has nothing to do with the upgrade script in any way at all. If your config file was empty that's not our fault, no files package we provide contains a config file and the upgrade script doesn't touch it.
