Well, I've experienced this issue on several of my forums now and I don't know how to solve it. It seems as if one person can give or take reputation to another user like 7 times in a row. How do I make it so they can only do it once or maybe twice?
It's an option for each usergroup.
Admin CP -> Users & Groups -> Groups -> Registered -> Users & Permissions -> Maximum Reputations Allowed Per Day: 1

Thanks, but would that limit them total? Or could they for example give one rep to one person, one rep to another and one rep to another even if it's set to 2?
Yes, it would limit them total. They can only give 2 reputations max per day.
