I upgraded my forum from 1.6.3 to 1.6.4 with a complete installation, Now ASCII characters are not displaying properly on forum.

I don't think the upgrade could have caused this, you must have done something else. Did you try going to Admin CP > Tools & Maintenance > UTF-8 Conversion?

one needs to have database backup before attempting the utf-8 conversion - there is no easy reversal !
No, I didn't perform UTF-8 Conversion. The first problem is in the form display in the name of a user, as in the Screen:

and the problem in is the post too:
The orignal text was, Bachelor’s Degree and tomorrow’s educational .
This problem is with old posts before and after the upgrade, But for the new posts, as I tested it is working fine,
Run the UTF-8 Conversion tool.
For all? it is not set just for , mybb_upgrade_data

Do I have to perform database backup for this ?
You really don't need to, but feel free to do so if you want to be safe.
