You do it in phpmyadmin.

Login to Phpmyadmin then select the database for your forum, then click on mybb_threads then click export (do the same for mybb_posts) then go to the new database press import then select the 2 files you just exported and press ok and it should work.

Mmm.. From a full backup?
You have to open the backup file and delete all lines that aren't about the threads and posts tables.. A mess, in other words.
