I see this error in upgrade in final stages

There's nothing strange about this. You most likely uploaded the wrong package, or didn't complete it. Download the latest package from here, upload all the files so it overwrites the existing ones and run the upgrade script again.

Yes, download the latest package from the location I indicated and replace all the files.

What's index.php CHMOD to?? That's a weird error to be getting.
