Banned users encounter with a message: "Your forum account is currently banned."
So they can't see any forums on the board. However, you can edit the user permissions; the same way, you can make banned users see the forums if you edit their privileges (in User Groups) in ACP.

Ok so if I ban someones ip (they dont have an account on the site) they cant see anything?

Yep that's 100% correct. Unless they use a proxy or get a new IP.

If you ban an IP, the banned person can't see the forums or the main page of the board. They just encounter with a warning.
