I was just wondering if there is a plugin or coding not sure
so i can add smilies in Post a new thread ???

You can add Smilies by going to

ACP > Configuration > Smilies

I want it to show in the Quick Reply section

You could also use a plugin called 'Advanced Quick Reply'. It brings MyCode and Smilies to Quick Reply.

i have also done this but its for 1.0 which dose work with my forum.
