Simply changing it in the admin 'settings'.

Note - I am int he process of propagating to a new host...but I have access to the new site, and admin..and when I change it nothing happens. Is it possible this is occurring due to the propagation process needing to complete? i.e., I just need to be patient...or is it a bigger issue?

The DNS propagation couldn't cause this. Delete the ./inc/settings.php file, it will re-generate itself. Afterwards make sure it's CHMOD to 666.

Ok, that worked...thank you...but the settings.php never re-appeared...so I could not change the CHMOD on that file.
How soon should the settings.php have come back? Still not there (20 min later) and I see the attached when at the admin login screen
