I want to edit the User CP, can it be edited?

What exactly do you want to edit?

You can edit the templates for it:

Admin CP -> Templates & Style -> Templates -> Your Theme -> User Control Panel Templates

Please be a bit more specific... what exactly do you want to edit?

For example I want to make to completely re-design it, thus I would remove some options and maybe not make it a side bar but a top or bottom footer like menu.
