Is there any way when a new topic will be sent, the administrator will be notified by email?

Don't think so, but what if there are 5000 posts while you are offline?

Is there any way else?

The only plugin that I think can do this is this one:

But I'm not sure if it can be possible anyways, there is not a plugin for this neither.

Why not just click the search.php?action=getnew link?
