What exactly do you mean by instructions? Like descriptions for the forum?
Go to Admin CP > Forums & Posts > Forum Management > Select the forum you want to edit > Edit Forum Settings > Forum Rules.

What do you mean? Why would you want to edit a template when you can add the message straight in the forum's settings. Besides, editing the template would make the same message show up on all forums.

okay thanks done solved, I was adding html in form not in category
