How do I stop my Shoutbox from loading forever?
What do you mean? Post a screenshot or a url to your forum.
Try to make a shout. But seems like the javascript file isn't uploaded or working.
When i go to make a shout it just refreshes my page
Then its the problem with your myshoutbox.js file. Make sure it is uploaded in jscripts directory

If it still don't work, then check if you can quote a post/quick edit a post on your forum, if it shows you an error page, then your host has blocked the access to your xmlhttp.php file, contact him to know the reason
PS: This happened to me with 2 hosts before
