Does anyone know how to create a similar portal page where would be appear topics only from a one forum (category)? Actually, I wish this page for a blog page.

So you want two portals? Why?

Just copy portal.php and rename it? :s

On the portal page, I want to show the threads with a few forums and a blog page with only one, in which the threads can opened only members who would have the status of bloggers, and others just to comment on.

How do I edit the settings differently for both portal pages?

I have no clue. You'd have to copy the code and the CSS, and edit it manually.
