I'm talking about this. How and where in the templates can I add something like this into the theme I'm using?

Templates & Styles > Templates > Your Theme > Navigation Templates

All of that is in the navigation templates.

Yeah! And it comes by default.
If you need to modify it, you can access the templates where Alex pointed out.

I changed my theme and the nav bit isn't there.
I think this guy was having the same problem as me in that its not in the theme.

I've looked through my templates and the nav bit templates are there. But it doesn't show on my forum.

^ navigate to the header template of the theme. do you see <navigation> in the code ? it can be like below

{$unreadreports}
{$pending_joinrequests}
<navigation>
<br />
