seems like your usergroup settings are set wrong maybe?
That might be it. I did that kinda fast let me go and check that really fast!

The Pm system is not disabled as I have said a few times now

I AM saying that I am the one who is trying to send a PM and on my profile its saying the SAME thing
have you checked:
ACP>Users & Groups>Groups then click on "Guests" (or any others u want to enable it for) then from the tab menu click on "Users & Permissions" scroll down to where it says "Private Messaging" & make sure "Can use Private Messaging" & "Can send Private Message" are both ticked?
