I have no issue with the fact that the users are turning off PMs but is there a way to make it so only the staff can send PM's to a person who turned it off?
You'd either need a plugin to do that or make a core file edit.

you just need to edit the user cp template to prevent them to them check that box

you can use a sql query too to reenable pming for all users
once i've finish class and i arrive home il find those for you
