Could we have a "Mod Preview" feature? Basicaly a moderator (or higher) must approve that user's posts before they become visible to regular users. I think this would be a great alternative to giving moderators the ability to outright ban a user when the administrator isn't online.

It's already there.
However it's on a forum by forum basis, instead of what I think you're suggesting, which would be on a usergroup by usergroup basis.
I think he means a per user Mod Preview. In my opinion it would be a good idea.

Look into groups and permissions.
If my memory serves me correctly, moderate threads/post/attachments isn't available per user or per group; only per forum.
