Is there anyway to stop Super Moderators from Perm Banning users?
Its possible but needs some core edits. I prefer to use a plugin instead editing core files, but unfortunately such plugins aren't exists. You may request such plugin in Requests forums.
You could as an alternative, tell your staff not to perma ban users. If you enforce that, they'll most probably abide.
It could be a simple plugin.
