so my question is how do i make the rep bars show up

./images/rep_bars/rep_pos.png is not uploaded.

so i just upload tht to the image directory or mytheme directory

Upload it to *folder MyBB is in*/images/rep_bars/rep_pos.png

Reputation Bar's images has its own image folder placed inside the ./images folder. So the path of the images should be: /images/rep_bars/rep_pos.png

but rep_bars/rep_pos.png isnt a folder so how could i upload to it

Upload rep_bars/rep_pos.png to ./images/.

I guess you're asking to allow users to rep+ or rep- once if they got 500 "new" posts each time ? If not then you'll be able to do this with group promotions.
