Even though I have Administrator Activation set for Registration Method, new users are able to post immediately as if I have Send Email Verification set instead, and they show up in Pro Forum Stats.
Is something broken or am I being hacked? The new users are spammers.

Forum URL? What are the permissions for the awaiting activation usergroup?
I registered and I cannot post. I'm not sure what the issue issue. Did the other administrator by chance activate them?

definitely. you should deactivate that
So I guess in order to block obvious spammers you have to ban IP addresses. Nothing else seems to work.

The issue is restricting registrations in the first place without disabling them all in all.
Is ./inc/settings.php CHMOD to 666?? Because the setting works fine.
