To minimize spammers posting their links, I adjusted the character limit to 1. Obviously, I would be limiting the 'legitimate' user's access. Is there a way around this?

there is also group promotions. set registered users to have no sig, then a new group for 10 posts and setup promotions. let the new group have signatures.
