That's illegal and morally wrong. We're not going to help you with that.
Some advertisers have pop up ads as well.
If your advertiser allow force ads, then place a javascript function in the body tag of your forum, and place your adds in that function, so that when one loads your forum the function ask him to click on the following add to move on etc etc.
BUT click by forcing users is really bad, 90% will leave your forum as their are many others of the same type and people generally don't like this behavior
