Try reuploading a fresh version of newthread.php , there is probably some

near a line in newthread.php which might be causing this error.

it appears to be related with portal settings of fetching announcements from forums (forum IDs)

check your announcements settings for the portal
Portal Settings --> Forum ID to pull announcements from <-- do the forums exist with entered fid~s ?
