EDITED:

Okay this is what happened, first a virus spreader comes on my forum http://mebes.net and makes a thread spreading his botnet. After tracing his IP I find out his HF username and send him a PM with my knowledge.

So now this guy (HIS INFO: http://g.co/maps/vt9ar and his IP is 24.144.153.90)is shitting brix and he makes a thread on HF about it: http://www.hackforums.net/showthread.php?tid=1780720
Another user comments saying that he will DDOS my site "just cuz im bored" and he takes it down for 4 minutes.

But! This DDOSer is foolish enough to post before he attacks and leaves his IP (HIS INFO: 67.212.81.168 and http://rank10.org/ip-checker/?ip=67.212.81.82).

Obviously the IPs might be under a VPN, etc, but I doubt it.

Long story short, the virus spreader orange bricks when he got my first PM and now when he is reading this.

Thank You for reading, I hope you enjoyed this. Thank you to the below posts who helped me deal with this situation.
Contact your host and ask the to start migigating the attack. If you know the person, place or living, contact the their local authorities.
UPDATED, PLEASE CHECK OP
If it's his actual IP, and he lives in the parts of the world DDOS is illegal (And punish) report him to the local authorities if you wish.

If he is a real hacker, and has his own botnet, then there is nothing you can do. If he is just using a booter or someone elses, it's just a script kiddy, and likely will get over it and get mad at someone else later on.
You did the wrong thing by retaliating. It will only bring more drama and bad attention to your forum. You should have just ignored them and contacted your host.
UPDATED OP, CHECK IT OUT.

During the attack. They can mitigate DDOS, if they have the services.
Your host can do much more than you can. They can block further attacks from ip ranges, limit the amount of packets to be sent to the site, etc...

Remember, it's not just your site that's affected. If also affects all other sites on the server. Whether that be 10 sites or 100,000 sites, no one should suffer because someone has a grudge against you.

Your host may even suspend your account if you don't alert them of what's happened. I've seen that done in the past.
Oh orange, thanks guys. I'm on mybbwebhost so they don't have any services like that. But I'll open up a ticket to let them know.
I drastically updated OP so I hope you guys check it out and enjoy it.

Stopped reading right there.
