Actually, this could be achieved easily. Just figured it out quick, I was gonna make such arrangements over my forum as well. Pretty simple;
- Create another usergroup from ACP, say, limited.
- Assign that group permissions, and check the below option from General tab in the limited usergroup permission window:
Yes, this is a banned group
If this group is a 'banned' user group, users will be able to be 'banned' in to this user group.

- Next, now when you'd go to ban a user, you'd have 2 usergroup to ban/move user in, one is banned (by default), second is what we just created now, the limited group, image below:
- After you ban, the limited user would have only defined permissions and would be placed into limited usergroup, image below:
Simple.
