Each time I click my "board message" in the configuration it always says

this plug in is http://mods.mybb.com/view/board-messages

admin panel --> users & groups --> admin permissions --> click on your user name to edit permissions
--> configuration --> Can manage board messages? <-- select yes AND save settings

Open FTP, and can you say to what permissions is /admin/ directory is CHMOD to ?

You'll need to edit the plugin file, and change all occurrences of module=config/board_messages
