if i wanted to create a new theme (including new templates) can i just edit mybb_theme.xml and upload it through the admin cp?

No, because that is only used during installation and has no effect on your current styles.

ahhh, i see how the skinning/theming system works now. very similar to ipb1.3 (i haven't used anything past that).
